This stamp measures approximately 19.3 X 22.5 mm, was measured with Precision multi Gauge and fits in a frame of 19.25 x 22.50 mm, and measured in a pixel frame giving a result of 19.2 x 22.40 mm + - 0.10

Here the discussion is: Is this stamp rotary press or not?

Choose a known flat 1c Franklin and compare the perforation and the size with that one as a template.

I have such a stamp on cover and my dilemma appears to be that the stamp is longer than a flat plate stamp but very very slightly shorter than a rotary press stamp. Also, with regards to using the transparent templates, is not the starting guide line supposed to be right on the frame line rather than starting right above or below it?

When the frame line is dotted, it should be placed just above the edge.

I'd say the odds of it being a 596 are quite slim.

Best would be to do a scan together with an overlaying template.

I made comparisons to determine the margin of error, measurement of the frame sheets and rules used to determine the variation there that I report the + - 0.10mm ... I will perform the last scan for 1200 resolution since the 300 leaves a error of the size of the pixels in 0.20mm ... greetings.

The size of the design seems o.k. The left & right perforations appear suspicious - wonder if it is a re-perforated jumbo 632 - but several images of the certified 596's on the Philatelic Foundation data base website appear suspicious to me, too (haha).
If this were my stamp and if I had excess disposable income I'd send it to PSE or PF to see what the experts there think. In My Most Humble Opinion the odds of success in such a gamble are very, very low but non-zero.
