What year?

It might be Scott 73 or 114, the color is red violet. Is it violet enough? I do not see any other 6p stamps under that design. The 73 is years 1922-1923, and 114 is 1942.

As for the over print, it looks like an Ireland style, but it is not listed in my Scott catalogue.

I guess this is an Irish post office savings stamp.

The first two lines in Irish are "stampa coigiltis" (savings stamp).

British saving stamps were labelled "National Savings". Here's a web page that shows some of them with some background information:

I'm not aware of a reference for post office savings stamps but there may be one out there somewhere.

There now seems to be a lot more interest in telegraph and telephone stamps stamps than there used to be so perhaps savings stamps will get get more attention in the future.

According to an auction site, this stamp was not issued in orange without the bilingual overprint.

It's circa 1945 and was used, as noted, for the Irish postal savings system (the stamps were saved on a card and could be redeemed for a cash deposit). There are also some later pictorial savings stamps from the 1970s and perhaps other varieties.

I have seen these from time to time on ebay, including on the form used to accumulate them for redemption, but I have not studied the Irish issues specifically, or tried to find any specialty literature on them.
