Rod,

The two green stamps at the bottom of your post read "STAEMPEL MARKE." This, indeed, is a revenue stamp. A, in modern German, "Stempelmarke" is a stamp serving as proof of payment of stamp duty.

According to Michel catalogue those "newspaper revenue stamps" were applied to foreign newspapers when they entered Austria.
