To answer your question about N.Y.Stamps ,they have purchased huge amounts of lower value stamps that doesn't show up in their U.S. ebay sales listings and the amount of work needed to break down this vast pile of purchases down is huge ,I believe it is going overseas .
I been watching this with a lot of interest ever since I shared a viewing table with Jimmy at Greg Manning Stamp Auctions in N.J. for three days around 2001 .

Mark Rosenberg on the HipStamp site is suggesting sellers take a look at:

Hmm... The stamps.com page only talks about large envelopes/flats. Are we still able to send small merch in small envelopes, or do they simply not mention that because they are only catering to large envelopes/flats?

I am in Canada but what we have been told by Canada Post is that it is the UPU that says no more merchandise of any sort by letter mail outside your own country.

It has to do with customs, but personally I feel it is a cash grab.

If we want to send something small to the US, our postage starts at $7.18 for small packet under 100 grams for merchandise.

No commercial items at all should be sent letter mail.

We know many sellers will not abide by that as they would probably be out of business

This sounds rather odd, as Royal Mail has not changed its prices. Its guidance states that a customs declaration form should be completed for material originating outside the EU, but I don't know where the envelope-type stipulation in the US and Canada has come from.

Simple answer is package it so it doesn't look like a commercial package ,On mail to Canada use your full name and not a business name and write the receivers name right on the envelope to avoid custom declarations ,don't use pre-printed labels .

According to those that know on HipStamp, Stamps.com generates a label pretty much the same size as those generated by PayPal, so they won't fit onto a standard-sized business envelope. I guess at least a 5x7" envelope will have to be used to accommodate the label size, but since flats need to be used anyway to send merchandise internationally, that's pretty much a wash. The savings do seem decent, however, compared to walking into the Post Office to do the mailing, plus the customs slip gets done electronically as well. Disclaimer: I'm not a shill for Stamps.com.....just parroting what's been posted elsewhere.

I have a feeling that the producers of Christmas, Easter, Birthday and other forms of...ahem...stiffeners will be delighted by this change...
