11 1/4 x 10 1/2 is a more closer gauge for some of these Stickney rotary press stamps than 11 x 10 1/2 since the Scott stamp catalog tends to gauge earlier line perforated stamps to the closest 1/2 gauge.

Here is this brand .....
Perforation 11x11. But to be more precise (top and bottom 11 from left and right 10.8)

What perforation gauge are you using? Electronic, paper, metal or plastic?

It looks like a U.S. Scott 552 stamp.

it looks like a US Scott 552 stamp.
It's very difficult to understand these stamps ....
The perforations are divergent from 11x11, in different directions.
the size of the picture also have different sizes. For example (19,15#1093;22,10
- 19,10#1093;22,20--19#1093;22,20) should be (18,5-19,00 #1093; 22,00) Is this correct for No. 552 .......?
And the reverse side is unclear .....
a lot of green paint on the back side means 552, and when a small amount of ink over the chewing gum is not clear,
if there is no chewing gum and a small amount of ink, then how to be.
The more questions, the less answers....

That's because most all of the questions have already been answered, you just keep asking the same questions over and over.

You need to spend more time here;

First start with the assumption that the stamp you have is NOT rare and worth millions of dollars. 2nd, purchase a good perforation gauge. The rest should fall into place. The 4th bureau stamps are some of the easier US stamps to properly identify.
