This stamp belongs to a friend of my son, so I have not actually seen the stamp in person. It appears to be green rather than blue. I do not where to go to pursue an explanation. I have been told the color in the photo is true.
I agree, 179 is most likely. The perfs are sharp and clean without a lot of fibers at the tips. That is usual with hard paper; soft paper usually has a lot of fibers.
