Saw this in an on line auction yesterday. Isn't this issue made with cuts along both guidelines (horizontal and vertical)? No mention of reperf - should be straight edge on both top and left. Anyone know for sure?

Depending on the stamp issue, the stamp size, and sheet lay-out, some guide lines are perforated and some are not. Some guidelines are cut and some are not. It differs with each issue.

In the case of the Panama Pacific issue, you are correct, the guide lines are not perforated and all panes are cut along the guide lines. The image from the original poster has had the perfs added at left and top. Although the original stamp shown is a perf 10, I got this perf 12 example on cover at a show earlier this month specifically because it showed the unperforated guide lines:

Thanks everyone. John that is a great visual example. I forgot I had Johl's book on 20th century commemorative stamps and just looked this up. Sure enough it shows the plate layout - with cuts along both guidelines. It's a handy reference when trying to sift through things.

Canyoneer, in addition to the added perfs at top and on the left, compare the bottom perfs with those on the right side. The right side perfs are real perfs, just a bit uneven and with paper shredding the way punched paper looks. The bottom perfs do not look like that to me. I am certainly no stamp expert, by any means, but those bottom perfs look very odd.
