Slogan Cancellation, Morse Code V for Victory.

V ... _

According to H.E. Guertin, the "V" for Victory" slogan was first conceived by a Belgian lawyer Victor De Lavelye in January 1941 while in London, England, and its use spread to many Allied nations.

Pge 630 of Boggs book....The NON-Official Obliterators, fancy cancel made at the whim of various postmasters or clerks.
V1 being the "V" obliterator, not described in detail by Boggs and probably meaning what other people have posted. It is not classified as a military marking of the Dominion.
I did se this V cancellation somewhere else......will continue checking/........Winmill calls it a "fancy cancel"...letters were commonly employed as cancels.....
