Does it look anything like the stamps on the right? If so, it's likely oxidized.

You could give it a quick soak in hydrogen peroxide then a gentle but thorough water rinse. I have never seen one that extreme.

When quickly soaking a sulphurized or oxidized stamp, is this to be performed by dipping the stamp in peroxide and then dipping in a separate "bath" of distilled water very quickly?

Saw one just like it earlier this year being sold by Aldrichinc ( ebay name). Thought it quite curious but assumed as Sinclair2010 said above that it was somehow chemically changed, naturally or otherwise.
