251 3c King George VI War Issue - Missing Red Ink

At first glance, I thought that this was a damaged stamp with some of the red ink scrapped off of the paper.

However, under electronic magnification, I could see that the etched dots that form lines in the image are there, while the red ink that should have surrounded the dots is missing.



Unfortunately, the following scanned close up does not disclose the existence of the red dots throughout the image.



Is this just an example of poor inking that does not qualify as an EFO?

BlackJag..Might be a case of dry/under inking.

Hi BlackJag. I believe "poor inking" is a common source of EFOs. They are not mutually exclusive.
