The Guidebook & Catalogue of Canadian Stamps 2nd Edition 1973-1974 by Glenn Hansen on page 81 states that they were designed by the British American Bank Note Company Limited, Ottawa.
No actual person name at BABNC was given.
The Canadian Postal Archives (on WAYBACK) don't provide any "Creator(s)" whatsoever.

Credits for the sculpture on the 3c value is given in Unitrade as is the photo credit for the 5c.

Mackennal was the sculpture of the bust. The question is who was the engraver.

At this point it seems to be guess work.
Herman Herbert Schwartz was a leading designer and Silas Robert Allen and George A. Gundersen were predominant engravers at the time. Schwartz had moved from Canadian Bank Note to B.A. Bank Note by 1930. As B.A. is listed in Unitrade as the publisher of these, my money would be on him as designer, as he seems to have dominated up til then. There were others of course - Bruce Hay at B.A. (Royal William issue 1933) but Schwartz was certainly top, or close to top of the heap.
Only speculation, of course.
