I know the stamp is pretty common but with the letter dose it add more value?

A letter and a cancel always add value. How much I do not know though,

Quite common, especially larger cities like Chicago & New York. Finding official stamps on official covers in good condition are very sought after. I'd value this cover as a buck or two.

October 1889 Huron, Dakota Territory just before statehood in November 1889 with penalty corner card in the UR for the Land Office.

This is not a "what is the value of the stamp" question anymore. It clearly falls into the realm of postal history. Yes, the stamp is common and the cancel not too strong, but I would not be surprised to see this in the $20 range on that "E" site for the settlement history of the Dakotas it portrays.

I can only speak for New South Wales material but less than 1 in 20 covers I have still have the contents.
