Take a look at this strip of 3 Scott 35 Small Queen stamps..
Is this what is called blotting paper (Paper fibers in perfs.)..?

The perfs for "blotting" type papers can look like that, but your strip is not printed on blotting paper.

The blotting papers for Small Queens occur in the 1871-2 period, perhaps into 1873. Your dated strip is from the 1890s, making it an unlikely candidate for starters.

Virtually all papers have that appearance if you magnify enough. I find that images of paper surfaces only confuse. The 3-D shadowing effect from incident light, essential to paper identification, is lost in a scan.

I think I'd confuse trying to explain further, so I'd prefer to leave it at that.
