What you have is a censor marking. Because the package was going to an 'enemy' country of Germany at this time, the mail all had to be inspected and approved by a censor. Too bad it is blurred to some extant. I am not an expert on these anyway <G>.
These censor marks have a range of colours from red to magenta. Is the date on the CDS 31.1.41? If so, Germany hadn't declared war on the USA (11.12.41) so the package would have been permitted by the Wehrmacht. After this date there was virtually no mail to enemy countries. It was not permitted, but rare instances are known.
These censor marks vary a bit. This periodical (wrapper) would have been routinely examined and censored, because it was sent out of Germany's area of occupation.
There is no reason to suspect it as a forgery: it is slightly smeared because it was applied by hand to an irregular area.
