Your 1931T3 'double tag' is not an example of this. A double tag will clearly show the second bar of tagging. I am aware of two types:

And, your 1931T2 is not an example of light tag all over. The key here is "all over", which your example does not show. Here is an example of one:

With regards to your 'missing tagging' caption, as another person has noted, and just like any missing colour error, there can be no trace whatsoever of any tagging for a stamp to be untagged.
