I don't believe it is "ink splatter" CanadaStamp..Ink splatter is usually more colour pronounced and thicker than the ink on the printed area. Also when I was in the printing world we also had elongated ink splatters that we nicked named "tails"
There are many reasons for scumming do to chemical reaction on preparation, print length,chemical reaction on cleaning, etc.
It is what is called in the printing world as "scumming" CanadaStamp..I will check mine when I get time, pretty sure I have seen this before.
