I am pretty sure that the year-date portion of the double circle postmark was a single slug. A "5" before a "1" is not possible even if that is what a little ink spot here and little ink spot missing there makes it look like.
I think the postmaster made an error and put the 5 instead of the 6. Then the letter and the plate 12 stamp is good. But I think maybe two stamps were soaked off and replaced with the #9s. The plate 12 is original. The right stamp of the pair was intentionally torn to keep from covering the writing. They could not straighten it because they were trying to line up the postmark.
Someone lifted that upper right corner and looked for that postmark to continue. Take a look.
