These are a little bit smaller than A4 format pages with an oval top and imprinted 2c design U93. I cannot find any guidance for identification of these. All your comments will be greatly appreciated! Thank you for your wisdom and time.

This is a "wrapper" to go around a rolled newspaper or similar item. Note there are U and W prefixes intermixed in the postal stationery listings. The W's are the wrappers.
