Scott catalogue stops at 2003 and I haven't found answers on-line.

I'm curious, also. Did ebay searches for Haiti stamps, 2005, 2010, and 2015. All came up empty.

Haiti collector here.

Quite simply, there have been no new issues. 2003 is the last year the country officially issued new stamps. It was a Toussant L'Oveture set of six stamps plus souvenir sheet.

According to a friend of mine who is a bit more knowledgeable it is likely the combination of extreme political instability and a very dire financial situation.

Other postal administrations take note -- it is actually possible to issue fewer stamps, namely zero. I thought stamps could be revenue producers rather than revenue losers, but maybe Haiti is way down the list in sales of stamps to collectors compared to Liechtenstein, Monaco, and the other "make money from stamps" nations that still keep collectors' respect.

At the same time, Haiti has now become the complete opposite of all those paper mills, the third world countries that flood the market with endless stamps and souvenir sheets about Princess Di, Elvis, cartoon characters, and god knows what else. That's looking on the bright side.

It's too bad they can't manage to make a little much-needed money from issuing some stamps. They've got to run out of old stamps eventually -- or are they going to pull an Iceland and just live off stocks of old stamps forever? I suppose with its widespread poverty and in the wake of the hurricane that hit Haiti which they're still not recovered from, Haitians aren't sending a lot of letters, anyway. It's prosperity that requires stamps, not poverty.

Maybe what they need is a modern Seebeck who'll go in there, print up some stamps for them, and "only" keep half of them for themself. Now there's an opportunity for the Haiti Philatelic Society!

A modern Seebeck! Ha!

The nice thing about no issues is that Haiti is a very collectible country. You can usually find the stamps. Some of the forgeries (and they exist!) can be challenging to avoid, and there aren't a lot of issues that break the bank.

I lived there in 91-92. Even then, not one letter I sent home to the states via traditional Haitian mail arrived. It seems that even then, but especially now, certain infrastructures are barely functioning.

I keep hoping for a new stamp or set, but I'm not holding my breath.

Haiti has a postal system. In 2018, there was a post on the postal system's facebook page (the last post there) talking about the opening of a new post office. That also appears to possibly be the last time the website itself for the Postal Service was updated.
