Scott 635 Perf Error? Need Opinions

As you may know this stamp should be 11 x 10 1/2. Mine seems a bit different. The sides are 10 1/2 and the bottom is 11 but the top seems to be 11 1/2. I know it's difficult to tell from pictures but I'd just like some opinions. I'm not an expert at measuring by any means. Pictures show both top and bottom at 11 and 11 1/2. Thanks

Your image is small but you can see that the perfs are not lining up correctly on 11.5 image as shown here


Note that perf numbers given are rounded off, it is not exactly 11.

To me the top seems to line up better with 11 1/2 than 11. That's why I'm confused.

A perforation gauge is not a measuring device. It is a "go/no go" device. If 11 1/2 perforations do not quite fit within between two lines 2 centimeters apart, then it would be described as perf 11.

Please be mindful that the perforation count is truncated, not rounded.

A US Specialist gauge, based on English measure, is more effective for US stamps from before 1960 and some later stamps.
