I have a plate block of 8 for us scott #807 and the plate number is outlined not solid? how unususal is this ?

Roland Rustad's book "The Prexies" illustrates 4 similar examples on page 42 describing them as "scooped ink" during the wiping process, due to the plate numbers being deeper than the rest of the plate.

since I cant ask Mr. Becker a question directly- is there any extra value to a scooped ink plate number?
