362 used is an extremely rare stamp. Swedish Tiger says it does not exist. (In the popular trade). Siegel states 10 examples. It's hard to tell from a picture, even with the orange paper background I don't trust my eyes when looking at the "bluish issues". If you want to chance it send it to Mr. W. T. Crowe. 5.00 for an opinion w/o certificate.

Not bluish paper (other than perhaps it was soaked with color paper). Simply check Seigel Auctions or one of the certification databases to see actual blue paper examples.
Blue paper is actually grayish but even more obvious is the stamp shown blue color is unevenly distributed.
