I tried duckduckgo, here and Scott but do not see any listing for this as a known error. Just a one off ink blob on the top left "1" or listed somewhere I did not find?

Wheelman, it may be Michel #16 PF X, sheet position 60 (plate flaw #10), which is the damaged left "1". Although Michel lists this plate flaw, they do not illustrate it. So, I cannot confirm that this is a plate flaw/constant variety because I do not have a specialized catalog for this series of stamps. Perhaps another SCF Germany specialist can give you a definite answer.

Any attempt to collect a specialized collection of Germany using Scott catalog as a reference would be very difficult to impossible.

This seemingly simple issue has been heavily studied. The Michel Sepcialized requires 14 pages to cover it. For even more detailed information there is a study group that publishes multiple guides:
