OPDA was the Ottoman Public Debt Administration. See https://en.wikipedia.org/wiki/Ottom...?wprov=sfti1

Specifically what these might be though, I don't know.

Its almost certainly written in Arabic. I cannot read it, but most of these documents were legal documents.

"E.E.F." (Egyptian Expeditionary Force) with "O.P.D.A." suggests that it does not relate to one of the French-controlled areas of the disintegrating Ottoman empire (those areas use the French abbreviation A.D.P.O.), and therefore it's outside my area of - limited - knowledge.
The use of P.T. as the presumed currency "5 P T" also puzzles me, unless it's simply Turkish Piastres.
Perhaps renaming or adding "Arabic" to the title might elicit some expertise from an arabic-reader?
