Rozie, what year is your Scott catalogue? My 2010 version lists these stamps as Vayolene has indicated, i.e., as Semi-postals. Since, as hy-brasil notes, the letters attached to the #252 indicate some sort of correction that Scott has introduced, the edition that you're using may just be too old.
I think the problem stems from the stamps being indicated as air mail semipostals on a rather old Scott album page. You'd think Scott would have gotten it right from the beginning since the two lowest values were for the basic domestic postcard and letter rates.
I have my old 1988 catalogs and the set is listed as semipostal there; the correction came way earlier.
