Question Overprint Chinese Revenue Stamp.

Hello everyone.

I recently bought some Chinese revenue documents, most from around 1950.

One of the documents had 2 of the Liu Ho Pagoda stamp, value 2 cents Commercial Press printing(Little CP letters in the bottom corners). What I have not been able to indentify is the overprint.

Can anyone translate or does anyone knows what it means(certain Province, revalue?).

The top characters are Zhejiang, the province near Shanghai.

The bottom characters read yaoqu, which may mean a town name, yao or yao(something) district, or something else altogether. Map sites find
something with that name but do not give the proper or any characters and only point to a blank spot on the map.

Do the bottom characters appear on the document as if some kind of location or town?
