Part of the frame on the bottom seems to be missing but it may be extra paper from a stamp that was stuck to it im not sure. would it be ok to wet the stamp or should I just leave it the way it is

You cannot determine the perforation rate by counting holes. Do you have and know how to use a perforation gauge? |

This is a perf 11 stamp. It is not the error stamp. Alas, these WWI era stamps were printed on a very soft paper, and the perfs can be a bit funky to look at. This can sometimes cause collectors to miscount them. A perf gauge is required to be certain for most collectors. It is possible to learn how to count the perfs, but this takes experience and effort. |

i took a perf 11 stamp and matched it to all four sides both left and right and bottom lined up perfectly but the top did not
if it was perf 11 on the top would it not line up like the other sides did ...just curious and trying to learn |

While it is difficult to be absolutely certain, I believe the top & bottom gauges are identical ... probably perf 11, hence matching your reported side gauge. Scott 517. |

so I copied both the top and bottom of my stamo and put them beside eachother and the perfs dont line up the bottom is perf 11 but the top is not ....im sure this is not completely accurate way to do this but if they were both perf 11 they would match up ...right ? |

Your image is a photo which is taken at a slight angle. The bottom is wider than the top. Manipulations should be done only from scanned images. When I tweak your image to square it up making the printed area exactly the same width at top/bottom, the overlay of the top/bottom perforation match. Also the top/side pairing matches. Your stamp is perf 11 on all 4 sides, a normal Scott 517. |
