Something like that. A private reprint may be from a dealer or a philatelic exhibition or congress. An exhibition souvenir does not need to be an attempt to fake anyone out, it may just be a souvenir.
To add to floortrader's post two additional forgery characteristics can be seen, the continents are barely visible on the globe and they are line perforated rather than comb perforated.
The "souvenir sheet" shows the continents clearly but at least these "stamps" are marked "facsimile" (and a year I can't read) bottom center of each stamp. Shouldn't fool anyone.
