Hi there fellow collectors,

I started collecting Belgium some time go and came across this 20 cents Leopold from the 19th century.

I don't have a plate error catalog yet for Belgium :)
I do have the OCB but this plate error is not mentioned.

My question : Is this a plate error

All help is welcome !

Hi Eric,
I would be hesitant to declare a plate error.
More, perhaps just an inking irregularity.

Why is it a plate error and not a piece of dirt on the paper during printing ? To be a plate flaw you need other copies of the same defect .

The answer given, that it's not a plate error, but an artifact of the inking on the plate, either a bit of foreign matter on the plate when inked or a bit on the paper when printed is very much likely to be correct. To be a plate error it has to show up over and over again in the same position on the plate. Yours is distinctive enough to have been recognized as such if it were a plate error and would be listed in the major catalogs such as COG.
