I have two of these that are no Fluorescent paper. I can find no listing/scott # for them.

Did you mean "Buildings from 12 centuries."

That is a Baroque building. Baroque construction dates to the 17th century and the Zwinger is early 18th century.

Probably the coating has been damaged during soaking.

The upper portion of the stamp appears to have a yellowing/toning compared to the bottom.

21 June 1967. The earlier version does not have the brown background to the value.
This stamp appears to only have been issued on fluorescent paper.

Edit: If I am not mistaken, the basic stamp is listed by Michel as nr. 490.
The Michel catalogue for the (Federal Republic of) Germany, may help ascertaining whether there is a non-fluorescent variety of this stamp.

Love this forum everyone is so helpful and responsive. Thanks all, I agree the fluorescent coating is most likely faded.
