While wing margins are not as common or normal on US stamps as early British Commonwealth, the same phenomenon can and does occur with improperly placed perforations. Collectible as an oddity. Nominal value to a specialist (if well centered and not damaged). Maybe the term is used incorrectly, but I would describe these as wing margins.
