i got some questions here the overprint when added and why as in scott no mention about that overprint also is this used or unused stamp and again am confused about its catalog number is it
pr22 or pr69 or another number.


also did the waffle or embossed cancelation add value for those revenues or it is common.

The overprint "facsimile" was there to indicate the stamp is not an original.
I can not help with the cancel - these two stamps are revenues and no telling how they were cancelled

thanks dear @Petert4522 again may I ask so this overprint add by whom government or dealer and not original mean it is fake and printed in that era or latter.

The $3 documentary stamp is Scott R174. The embossed cancel is considered a cut cancel and reduces the catalog value from $1.25 to 30¢. The $1 stamp is hyphen hole perf 7 and is Scott R182. The cut cancel reduces the catalog value from 55¢ to 30¢. Both are quite common.

Not by the government nor USPOD.

Consider the stamp as an educational example and overprinted facsimile (fake) to prevent confusion. Value is consistent with the other two shown.

Back in the day (the late 19th century), the idea of collecting was to fill every space in an album. Even then, some stamps were costly for the time and very hard to get. Newspaper stamps were in that category. So these types of facsimiles were often created, especially in Europe. They were sold as what they are, and cheaply, so that collectors would not have those unhappy empty spaces. It is only in later times that people started to play with them fraudulently.
