I'm having a hard time determining what this cancel is. I assume a pen cancel but what is it spelling or a picture of ? Doesn't look like scribbling.

Pencil manuscript, likely done by the carrier. The sender may have been on route 4 as well.

Edit: In 1908 St. Peter, MN has 5 rural routes.

Very typical "down the line" RFD manuscript marking done by the carrier with an indelible pencil, and often abbreviated more than they should. A fuller description from the 1913 "Postal Laws and Regulations" volume:


More detailed RFD cancels will look more like this one from Findlay, Ohio:
