I couldn't find this fly speck in the bureau book. the odd marking by the lower right 3. Also what state is this sent to?

None. The Address is "American Expeditionary Force" and was sent where ever APO 717 was at the time. Likely Tours, France.

The Encyclopedia mentions that Scott 530 has a version where "9537 -- LL92 -- r. numeral resembles an 8". Otherwise, I also don't see anything for Scott 529.

As to the flaw, I must assume by "the bureau book" that you mean French's "Encyclopedia of Plate Varieties ..."?

One could spend a lifetime collecting the fly-speck varieties on the offset printings AND finding confirming examples to prove a constant variety rather than a fleeting speck of dirt. Any listings will be necessarily representative of the many to be found. Finding unlisted specks is relatively easy, finding the confirming copy is the challenge.

Add: French continued to write monthly about new discoveries in "The United States Specialist" after the publication of his book.
