u140/U349 is the scotts number for the stamped envelope , WF , I presume stands for Wells fargo, but the other letters/numbers?

"WF H3" or "WF J" is the type of Wells Fargo frank, from Austin P. Haller, "Private Printed Franks on US Government Envelopes".

Thomas's "The Western Express Companies 1850-1890", and the Western Express journal are other good resources. Online, see the www.westerncoversociety.org. Hopefully someone else may have a more direct online reference of WF Franks handy.

T looks like the Thorp catalog number.
Bart/Bartel would be the catalog number from J.M. Bartels "Catalogue And Reference List Of The United States Stamped Envelopes".
UPSS number is from the United Postal Stationery Society.

A Philatelic Literature dealer like Phil Bansner has listings for many of these books or catalogs (many of them are vintage or out of print).
