Need Help Dating An Old Handstamped Cancellation

I am attempting to date a package sent by the government for a friend who collect US Mint medals. There is some argument about the date on the package, which is illegible except for the last digit. I am thinking it is 1908 based on the type of hand cancellation (but I am very new at pre-1940 cancellations) and my friend is thinking it is 1928. Any help would be greatly appreciated.

The year date is 1925.

Thanks I was looking inside the circle. I didn't think the year would be positioned there. The football-shaped stamp was what made me think it was earlier.

Tens of thousands of these steel-duplex handstamps were made over a span of several decades. They come in different diameters with different numbers of internal slots for inserting date/time type, typically from 2 to 4. The smallest have the year date outside the circle.
