Possible Japan Silk Seal?

Was wondering if anyone could help ID and date this. I have not found anything about this item, other then a friend of mine who translated it for me and said the middle red text reads "Export" and the small bottom text reads "Japan Textile Association". I have a feeling it's similar to a silk seal, but will defer to someone else's expertise here.

The lower inscription says "Federation of Japan Silk Fabric Industry Union" thus this seal should be a something to do with silk fabric export control such as inspection related certificate. Very likely to be pre WWII. Will check Shimomura catalogue if I can find further information.

Checked Shimomura catalogue (Standard Catalogue of Japanese Revenue Stamps, 2010) but couldn't find it.

This simply shows the vast variety of classic and semi-classic Japanese cinderella/seal/labels, which still remains as an exciting topic to study !
