This was in a collection I purchased and do not know anything about it. I do know it reads Chinese Post Office and Express Letter.
Can anyone tell me:

Year of Issue?
Any Catalog number?
Approximate Value?
Why would it be a Chinese item with the English Language?

Any information is appreciated.
