Help Identifying Republic Of China Revenue

I have this revenue from the ROC and I am curious if anyone has more information about it. I found similar stamps via the China Stamp Society catalog under what they call "consolidated taxes". They list ones with farm scenes as being from 1946 for farm taxes and ones with transport scenes as being from 1948 for transport taxes. I don't see this design, but based on the design I deduced it's and administrative tax? Curious what info others have.

If correctly described, then this is a Taiwan 1951 revenue duty stamp.

(The building in the stamp seems to be the Presidential Office Building in Taipei. It became the Presidential Office in 1950 after the government of the Republic of China lost control of mainland China and relocated the nation's capital to Taipei at the end of the Chinese Civil War.)
