Hi Trust. This color change is from oxidation of the ink and is common on the 3 cent from this series. The lighter areas near the chin and in the upper label block are more representative of what the original color was.

i am asking why oxidation not happining in upper part of stamp and neer chin and is that make it less value?

Yes, the stamp is value less. But you might be able to fix it . Go to www.stampsmarter.org. for a solution
You can also use the glossary on each page.
Main thing is not to store this stamp anywhere near other, unaffected stamps. It is catchable!

It's difficult to say given the 170 years of handling it has seen. Something kept those areas from being exposed to the oxidizing environment the other parts of the stamps saw.

As for value.... I think it still being on a cover might impact value. Can you post an image of the entire cover? Also the rough edges especially along the right side and bottom of the stamp will keep the value lower. It was pretty common for these imperforate stamps to be torn from the sheet instead of cut. On ebay, i'd guess a stamp like this, on a generic cover, would sell for around 4-6 US dollars.
