What is Netherlands Secondary Post?

Are they in any catalogues?

I am Dutch, but never heard this expression. Maybe they are referring to "stadspost", a private delivery service ?
Can you show us where you found this ?

Timm thanks for posting the link - I was looking at it and the stamps shown in that link remind me of the custom made postage stamps that USPS allows through a third party when people want to use their own photos to make a custom stamp. So I'm guessing that "secondary" could mean "custom made (third party)" ? I might be wrong.

I have never heard of the expression secondary post. The link you provided is to a website that, among other things, shows personal stamps.
Personal stamps in the Netherlands can be ordered from PostNL. You make your own design and then add this to the framework supplied by PostNL.
I assume that you can call the framework the primary stamp and then the complete stamp could be called the secondary stamp.
But once again the expression secondary stamp is not commonly used in the Netherlands.

your link is to a page with normal stamps. The secondary post listing is this:

These are personalised stamps commissioned by private individuals or companies. I never heard of "secondary stamps" but this terminology appears to refer to these being offered in a secondary market, i.e., ordered from PostNL and then sold on.

PostNL also issues similar themed sheets of stamps. The catalogue lists these as personalised stamps. The latter are official issues by PostNL.
