I read this as EAU CLAIRE, WIS (?) Is it precancels? Is it still worth collecting this ugly? Thank you.

No, they are not. I think the cancel is a roller cancel, used on larger items. But it is hard to tell exactly because of the smudgy appearence

Not a precancel. The give-away is the vertical line between each town/state impression.
I agree, your cancel is from Eau Claire, Wis. It is one of several styles of hand-held roller cancels typically used on parcels, flats, and other non-machineable mail.
The device for making your cancel would have 5 boxed town/state impressions around a cylinder of about 1.75" in diameter before it repeats, and very likely with an attached inking roller.
They are collectible, particularly by precancel collectors who often accumulate cancels which look like precancels.
And yes, many parcel post rollers have been used to precancel stamp (particularly postage due stamps), but once soaked, they are just normal cancels.
