Why do you think so? The top stamp may be regummed but these US Official Stamps are readily available to collectors.

I don't know very well yet, but the teeth of both of them also looks very different from all the others I own. I have never seen one in such a perfect state as the twelve.

The teeth on the first certainly looks hokey, and the second looks too narrow. Not to mention that the gauge on both does not match the adjacent stamps in the large groups image.
Both likely started as something genuine (proof, straight edge, etc.), then were altered, so the word "fake" may not fully encompass the situation.

The top stamp appears to be a perforated proof, and the bottom stamp appears to have been reperforated at right.

how hard is it to tear off your re-perforated strip? I guess scammers aren't generally the brightest bulbs in the proverbial chandelier

Wen it comes to officials, a lot of collectors have trouble telling reperforated proofs. The person selling these probably does not know.

The 10c Executive certainly has better perfs than the 12c State, but I would still vote for reperforated shaved card proof. The paper doesn't look right, seems too fiberous for hard paper. If you hold it up to a bright light does it look the same as other hard-paper officials?

Nice captured imprint on the 3c Treasury.

Certainly possible, the bottom perfs on that executive don't look too good either.

I partially agree with your thoughts. Identifying newly perforated edges is indeed not easy, and I'll need to take another closer look to figure out the best approach. I'll reexamine the paper again in two or three days. Unfortunately, I'm currently on the go, but I'll also post pictures of the individual newspaper stamps (for those of you who read my previous post on this topic). I forgot to include those earlier

Yes the 3 Cent is a good one :)

However, don't these altered proofs have to be worth a little more because they are rare, even if they have been altered?

Who said that proofs of officials are rare? Plate proofs, especially on card, are not rare.
