Plated this as 41L12. Opinions?

I don't think so. It looks more likely to be 19 or 19b because of "scratch under U" which are not found on scott# 18's. Thoughts from others?

No, this is clearly a plate 12 C relief as the OP has it - correctly.

The plate wash like that does not happen on plate 4, and the top ornaments do not match the F relief on plate 4 (#19s). The scratch under U that you see is not the same one as on the Plate 4 F relief.

@dudley has in the past been our plate 12 plater here.

I think the arrows I used in my scan are pointing to matching marks found on 41L12, but I'm still new to plating. At least two of those parallel lines at right extend to the top perfs. Neinken's template didn't mark those.

tx, you are too kind! The stamp did not strike me as 41L12 initially and I thought that 47R12 might be a better bet based on my recollection of the mark in the U of US (not shown in Neinken for 41L12). But I have been away from my reference material for a couple of weeks, and unfortunately I do not own examples of either of these positions. The Siegel website shows a lovely block of 6 that includes 47R12, but the mark in the U does not match the stamp under discussion here. Neinken shows a photo of 41L12 (p 498) that seems to show the mark in the U, as well as the mark in the N of ONE, neither of which are shown in the mat for this position on p 506. And the Siegel website has a poor photo of a vertical strip of 3 including 41L12 that also seems to show the mark in the U. So much as I would have liked to go with 47R12, I think 41L12 seems more likely, though not conclusive based on the material available to me.

I didn't pick 47R12 because I didn't think the marks on my stamp match those on 47R12. I think Neinken's image of 41L12 is missing a few marks. However, it does identify the faint 4 vertical lines mark at the middle of the right margin.
The resolution of my image had to be reduced to fit the image size requirement of the site, but I think you can still see those 4 lines if you enlarge the image. 47R12's mark doesn't have those lines.
