Can you post a scan of the back? It might be a paste-up

Certainly looks to be a paste up. Sometimes two or more covers were pasted together or sometimes a cover was pasted on a package so the address may not appear on the cover.

yep, a paste-up. If you were sending a double-weight letter, sometimes the sender pasted a second envelope to the back of an envelope to pay the express company the second postage rate (and the government post office second rate). Or it could have been on a package as jobi01 noted above.
Collectors and dealers separated most of the past-ups to have two covers to sell instead of just one.

I suspect that that handstamp is not postal in origin. Office receiving mark.

Revcollector, this is of course an option, but I kinda dismissed it when I found the second cover that was adressed to canada.

Since the second cover appears to have been sent from Chicago, the people sending the cover might be the same ones who got the first cover.

The handstamp is most likely a bank office or clearing house receiving mark and not postal . If the package was delivered to a WF office it could be their receiving handstamp.

(Edit: snip)

I agree not postal contact here, just all WF.

I agree there is no reason to think the letter to Canada is related.

Snipped subject addressed again below.

The green frank top left reads 'franco in the Republic of Mexico and through all the lines of the company.' The additional blue stamp beneath it, reads as OP wrote - with two typos - and translates into 'for letters 1 oz. to the United States of America exclusively.'

It, at least, gives the impression it was carried from Mexico through the WF network to WF's branch office in Chicago.

Parcel post guy, see this, is was an upgrade from 15 to 20

the red 10 is postal, but in the green wells Fargo vignette is stated 15, crossed out in purple, and upped to 20

with the pink filtered out

You are correct about the WF Franking change.I first thought you were discussing an uprating of the PSE which was 10 C.

With your close ups and image manipulation you cleared that up. Thus I removed my prior comment.

I am also adding three interesting similar WF Mexico covers which show the WF Frank valuation alteration.

This remains as printed,15 C WF Frank; same PSE value

.
Here is another WF Frank for 15c and the same value PSE. This endorsed for just Mexico

Lastly this was a 15c WF Frank endorsed for just Mexico. The WF Frank was revalued from 15 to 20 C and the endorsement changed to use to the United States. Same PSE with 10c indicium.
