R28c Playing Card Revenue. Improper Use?

I've understood that improper use of a revenue stamp was when a revenue stamp was used for postage. But would this one also apply?

This is a playing cards revenue stamp (R28c) that was cancelled by the Peoples Savings Institute in St. Louis. I don't understand a circumstance when they should do this. I don't imagine that they were selling packs of playing cards.

What do you think?

I don't have my references handy, but if I remember correctly the use of matching titles to specific documents ended early in 1863. Any stamp title could be used for any purpose. The Boston book will give you the exact end date. You are correct in that they weren't selling playing cards.

Any type EXCEPT proprietary and playing cards could be used for any tax use soon after the law was passed. Those two were only supposed to be used on proprietary articles. So this was an improper use. Apparently no one cared, although since it is not on a document we can't be absolutely sure.

This stamp did not have to specifically be used on playing cards, but on any proprietary article.
