I recently placed an order with USPS Stamp Fulfillment Services and the package arrived using a rather unusual looking Priority Mail Envelope (unusual to me anyway):

Is it commonplace that Priority Mail Envelopes have the red "DO NOT BEND" and "usps.com/shop" designations on them or are they uniquely printed for USPS use only?
I also find it interesting that the Priority Mail envelope is printed with one red stripe, whereas the envelopes advertised on the USPS web site show two red stripes.
The cardboard envelope shows a "(c) 1995 USPS" and a number in the upper corner of "102595-01-P24742", but nothing comes up when I search for that envelope number on the USPS web site.
While everything is fair game for collectors, is this just old inventory of envelopes the USPS is using up or is there some collectible quality about the imprint shown?
