I'm hoping that someone with a lot more knowledge than I can help provide a little more info on either/both of these stamps:

The first one appears to be a typical #525, but is perforated 12 along the top edge; the other 3 sides are all perf 11. I must have rechecked it a dozen times, but it always comes out a solid 12 along the top. I can't imagine anyone would go to the trouble of re-perfing (incorrectly!) a used #525, so there must be some other explanation.

The second stamp appears to be a #498, but as you can see it is a light ultramarine rather than green. The color is consistent across the stamp. I know there were trial colors of the wash/franks, but have not found any info on the internet. Any insights on either stamp would be greatly appreciated.

Who knows why people do what they do? The perfs along the top are uneven and the holes look clean. It looks like they reperfed the top. The one that is ultra marine is a chemically altered color. I had one a month ago I sold on ebay. It was green on the top and bright blue on the bottom half. You might just check the offset stamp. There was a group of Canadians that were selling fakes into the Chicago market back when. Check it against some other copies to see if you notice any differences.

I agree that the stamp on the left has been reperfed on top. Most likely it was a straight edge and someone wanted the stamp to look better.

I agree the bluish 1c is a colour changeling.
