Here's a cover that could fit into any of four different collections:

Postal Stationery: 1 cent green Franklin, U423 entire.

Advertising: commercial corner card, Gustave H. Fabian.

Patriotic: "Back The Attack Buy Bonds Win The War In 1944" slogan.

MPP's: Mailer's Postmark Permit 001, Hempstead [Long Island] N.Y.

Does the P L and R markings, above the stamp, represent anything ?

I'm wondering what they might mean, myself. My best guess is for
what was enclosed, such as Price List & R??? 562, unless someone
can spot some postal significance in them.

Can't find anything about Gustave H. Fabian on Google. There is a bit of print stuck to the glue on the flap that shows many small numbers, such as a list. Would also complete my best guess by saying 'Price List & Recommendations 562' but couldn't guess as to what they might have been for.

PL & R 562 stands for postal law & regulations Sect # 562 which went into effect in 1932. Here is another envelope from Gustave.

Larry, if I am not mistaken, that reg # 562
dealt with third class advertising mailing rules.
I think that Gustave was either a cachet maker
or stamp dealer (or both). With the endorsement
printed on the envelope, it would mean that the
contents and envelope should be handled according
to Postal Reg 562.

Mike, yes, it authorized a new one cent rate for third class
material according to the link you supplied. This envelope was
unsealed, as third class matter used to be, and had some of a
price list or similar stuck to a small portion of the inside of
the flap. Probably placed there to make everyone aware that the
one cent in postage was OK and the item shouldn't be slapped
with postage due.
