Postage Dues, Could One Be The J29 From 1894?

The one in question is the bottom right it appears to be perforated 12

Check the perforations. Based on your scan it looks like it might be perforated 11. If so it can't be a Scott J29 as that stamp is perforated 12. Based on the color of your scan, it is probably not the vermilion shade, but scan colors are notoriously inaccurate so I would not want to make an opinion as to the color.
